Measuring AI Value Through a Gartner-Aligned Framework
Supporting Effort measures AI value as the increase in VA-accepted mission value delivered by a fixed team, budget, and sprint cadence—not the number of prompts, lines of code, tickets, or documents produced. The approach applies Gartner’s four dimensions of Performance, Capability, Reliability, and Alignment to a regulated VA production environment.
- Performance. During PI and sprint planning, VA assigns Mission Value Points to outcome-bearing work based on Veteran impact, reliability, security and compliance risk reduction, accessibility and user experience, operating efficiency, and technical debt reduction. Value is recognized only after VA acceptance and completion of applicable quality, security, accessibility, and service-level gates.
